Discussion forum on the youth, peace, and security agenda in Latin America and the Caribbean

The Youth Working Group of the RCP LAC, together with the United Network of Young Peacebuilders (UNOY) and the International Youth Organization (OIJ), is organizing the intergenerational YPS dialogue in Latin America and the Caribbean. The event will take place in the context of the 16 Days of Activism against Gender-Based Violence toward women and girls, as well as in connection with International Human Rights Day, celebrated on December 10.

United Nations Security Council Resolution 2250 (UNSC), adopted on December 9, 2015, marked a historic milestone by recognizing the essential role of young people in building international peace and security. This instrument establishes a framework based on five pillars: Participation, Protection, Prevention, Partnership, and Disengagement and Reintegration, which seeks to ensure the meaningful participation of young people in conflict prevention and peacebuilding efforts. It also urges Member States to integrate youth into institutions and mechanisms aimed at preventing violent conflict, as well as to increase their representation in peacebuilding initiatives at the local, national, and global levels.

Since the adoption of Resolution 2250, subsequent resolutions such as 2419 (2018) and 2535 (2020) have reinforced the importance of adapting this global framework to local and regional realities, promoting safe and inclusive spaces for youth (the Youth, Peace and Security – YPS Agenda). To commemorate the tenth anniversary of the adoption of Resolution 2250, an intergenerational dialogue will be held on December 9, 2025, to reflect on the progress made and the remaining challenges in the implementation of this agenda in Latin America and the Caribbean.

The Intergenerational Regional Meeting, held in November 2023 in Bogotá, brought together more than 60 young people and authorities from 22 countries, achieving consensus on a regional YPS narrative and establishing strategic milestones for advancing the agenda in a way that is specific and adapted to the region’s context and needs. The meeting resulted in the report “YPS Agenda: Urgent need for positive peace with youth at its center”, which outlines a regional roadmap for advancing the agenda with the meaningful participation of youth in all their diversity.

Following this, the digital dialogue “Visions of the Future", held on August 3, 2024, brought together 398 young people from 24 countries in Latin America and the Caribbean. Participants reflected on issues such as climate change, social justice, inclusion, and peace, aligned with the priorities outlined in the Pact for the Future. This space gathered valuable youth perspectives that enrich the implementation of the YPS Agenda in the region and contribute to global discussions on the topic.

Both activities have been fundamental for advancing this agenda, bringing together youth, authorities, youth organizations, and international actors to strengthen the regional narrative of the YPS Agenda while action plans and roadmaps were developed for its effective implementation.

Recently, the “Pact for the Future” and the “Declaration on Future Generations,” promoted by the United Nations, have emphasized the need to renew multilateral commitments to address global challenges such as climate change, intergenerational justice, and youth participation.

These initiatives reinforce the vision of a positive, sustainable, and just peace—built upon social justice and inclusive development—going beyond the mere absence of armed conflict and focusing on well-being, a life free from violence, and ensuring that every young person has the rights, conditions, and opportunities needed to reach their full potential.

Event Objectives

  1. Commemorate the 10th anniversary of Resolution 2250: Reflect on the achievements and challenges in the implementation of the YPS Agenda in LAC, following up on the roadmap developed with and by the region’s youth.

  2. Highlight lessons learned and existing gaps, including the outcomes of the Intergenerational Regional Meeting and the digital dialogue “Visions of the Future.”

  3. Strengthen commitments: Promote intergenerational and intercultural partnerships to ensure the effective implementation of the YPS Agenda.

  4. Foster dialogue spaces: Create a constructive environment for the exchange of good practices and innovative strategies in promoting peace and security from the perspective of youth.

  5. Disseminate the Pact for the Future and the Declaration on Future Generations: Emphasize their relevance in the context of the YPS Agenda and youth in LAC.

  6. Make visible the connection between the YPS Agenda and climate action and climate justice, within the framework of the upcoming Global Framework for Climate, Youth, Peace and Security, as well as its linkage to the Women, Peace and Security (WPS) Agenda.
