The Issue-Based Coalition (IBC) on Climate Change and Resilience of the Regional Collaborative Platform for Latin America and the Caribbean is pleased to share the report NDC 3.0 in Latin America and the Caribbean: Ambition, Inclusiveness, and Pathways to Sustainability, developed by UNDP.
The report provides one of the first regional assessments of third-generation Nationally Determined Contributions (NDCs 3.0), analyzing climate plans across 22 countries in Latin America and the Caribbean. It examines how countries are strengthening climate ambition and identifies opportunities to accelerate implementation through integrated, inclusive and investment-oriented approaches.
Among its key findings, the report highlights:
- More actionable and investment-oriented NDCs, with clearer policies, measures and institutional arrangements.
- Stronger integration of climate action with biodiversity conservation and land degradation agendas.
- Increased attention to adaptation, resilience, systemic climate risks, and loss and damage, particularly in highly vulnerable countries.
- The importance of regional cooperation and coordinated United Nations support to advance implementation.
Developed under the framework of the IBC on Climate Change and Resilience, the publication reflects ongoing collaboration across the United Nations system to support countries in strengthening and implementing their Nationally Determined Contributions. It serves as a resource for Resident Coordinators, UN Country Teams and national partners engaged in policy dialogue, United Nations Sustainable Development Cooperation Frameworks, and climate action programming.
